The J Bar D Boys’ Ranch, located in rural Pend Oreille County, Washington, was supposed to be a safe haven for vulnerable children. The ranch was presented to the public as a therapeutic group foster home designed to help neglected and abused boys heal.

What Was Supposed to Be a Foster Care Facility

  • Operated by Mr. Goodwin, the ranch was originally a cattle and horse operation.
  • In the 1970s, Goodwin contracted to house boys in state custody.
  • On paper, the ranch promised care, guidance, and rehabilitation.

What Really Happened

Instead of therapy or protection, the children placed at J Bar D were subjected to:

  • Daily physical violence — beatings, restraints, and extreme punishment.
  • Severe neglect — no training, no supervision, and no meaningful oversight.
  • Widespread sexual abuse — committed both by staff and between residents due to unchecked conditions.
  • Forced labor and exploitation — boys were made to work in exchange for cigarettes or small payments.

This abuse was not hidden. It took place in plain sight, over many years.

The Turning Point

By 1984–1985, conditions at the ranch became so horrific that the local sheriff sought court intervention and launched an investigation — finally bringing the truth to light.
